Internet Use Policy
This policy applies to all the users of the William E. Anderson Library of Penn Hills computers or networks. It is in compliance with Pennsylvania statute 18 Pa C.S. Section 5903. If you have any questions about the policy or interpretation, please contact a staff member for more information.
CHILDREN'S INTERNET PROTECTION ACT
COMPLIANCE NOTICE
The Children's Internet Protection Act (CIPA) is a federal law that requires all computers in a public library to be filtered by July 1, 2004 if that library accepts any federal funds for internet access or computers used for internet access.
The William E. Anderson Library of Penn Hills is complying with this law as a participating library of the EINetwork consortium. The EINetwork receives a significant amount of federal funding to provide internet access to over 85 library sites around Allegheny County.
All computers in the library are filtered. If you are 18 or older, you may request to have the filter disabled. If you are under 18, you may request to unblock a specific appropriate site. Please see library staff. Library computers must not be used for fraudulent or unlawful purposes. This includes any activities prohibited under any applicable federal, Pennsylvania, or local laws, including activities in violation of 18 Pa.Cons.Stat. sec.5903.
Patrons will be asked to fill out an Internet Use Policy card for their children so the library staff may know if the children are authorized to use the internet. If the parents do not fill out the card, the children may not use the internet. Library personnel do not monitor or supervise internet access except for the length of time of use. Parents or guardians, not the library staff, are responsible for the information selected and/or accessed by their children. Parental supervision of children searching the internet is advised. Viewing of certain materials in the library may be considered improper in time, place or manner. The library reserves the right to end an internet session at any time if it is creating a disturbance. A parent or guardian signature is required for youth under 18 years of age. An internet card will be assigned upon approval of signature.
