Library Card Registration
ALL patrons will be REQUIRED to present a valid library card when checking
out materials or using resources at this library.
ALL adult patrons (including patrons who already possess cards) are required
to fully* complete the Library Card Application form. By signing this form, an
adult patron and/or parent/legal guardian of a minor states that he or she has
read and agrees to abide by the Crafton Public Library's Financial Responsibility
and Internet Policies as listed below.
Parents and/or legal guardians of all minor patrons (under 18 years old) will
be required to read and agree to abide by the Crafton Public Library's Financial
Responsibility and Internet Policies on behalf of his or her child/legal guardian.
A parent or legal guardian must be present when signing this form. No forms will
be sent home with a minor.
*Name, address, telephone, date of birth, and a valid driver's license number
are required fields of information.
Borrowing and computer use privileges will not be extended to patrons who refuse
to provide all necessary information and/or sign these forms.
FINANCIAL RESPONSIBILITY POLICY
Patron must be willing to assume full financial responsibility for any
fines (late fees, damaged item costs, material replacement costs, etc.)
accrued by him or her self or his or her child/legal charge* while using
the Crafton Public Library, its equipment, and/or any contents of its collection.
No patron with $10.00 or more in fines will be allowed to borrow materials until
the fine has been reduced.
*Individuals under 18 years of age must have a parent or legal guardian's signature
on file to use resources of the Crafton Public Library.
The Crafton Public Library is committed to its mission of assuring public access
to information and supporting lifelong learning for its users.
Computer & Internet Policy
The Crafton Public Library is unable to control or monitor the content
of Internet sites, which can change frequently and unpredictably.
Parents or legal guardians are responsible for their child's use
of the Internet.
Whereas the Crafton Public Library is a supporter of free speech and access
to said free speech, the library also has a duty to ensure that minors are not
subjected to explicit sexual materials as defined by statue 18 Pa. C.C. 5903.
To this end, the Crafton Public Library will provide filters for all computers.
If a minor is in violation of this statue, the minor will be asked to leave the
library, the minor's parent or legal guardian will be contacted and the minor
will not be permitted to return until a meeting has been arranged between said
parent or legal guardian and the Library Director.
A thirty minute time limit for computer use may be enforced if people are waiting.
Patrons must sign-up for a computer by logging in with a valid library card that
carries no fines and is not expired. If all computers are in use, the patron
must sign up on the “Queue” computer to be considered in line for a computer
that becomes available. After the initial thirty minutes, school or adult work
will take precedence over game-playing.
Altering computer settings, removing filters, and other activities that disrupt
the library or its network are prohibited. Persons violating this rule will have
their computer privileges revoked.
The Children's Internet Protection Act (CIPA) is a federal law that requires
all computers in a public library to be filtered isthat library accepts any federal
funds for Internet access or computers used for Internet access. [Supreme Court
decision: United States v. American Library Ass'n, Inc., No. 02-361 (June 23,
2003)]. The Crafton Public Library complies with the requirements of CIPA.
All computers in the Crafton Public Library are filtered. Please be aware that
filters are unreliable, at times blocking sites of legitimate informational or
educational value, or allowing access to sites that are illegal, obscene, or
sexually explicit within the meaning of 18 Pa. Cons. Stat. Sec 5903.
The Crafton Public Library uses filtering software that blocks or filters Internet
access to some Internet sites that many not be consistent with the Policy of
the Crafton Public Library.
Parents or legal guardians, and not the Library or its staff, are responsible
for monitoring their children's use of the Internet and for the information selected
and/or accessed by their children. The Library strongly encourages parents or
legal guardians to supervise their children's Internet use and to provide them
with guidelines about acceptable use.
The Crafton Public Library computers cannot be used for any fraudulent or unlawful
purpose, including any activities prohibited under any applicable federal, Pennsylvania,
or local laws, including activities in violation of 18 Pa. Cons. Stat. Sec. 5903.
which prohibits certain acts of public indecency.
Any adult (17 years of age or older) may request that the filter or technology
protection measure be disabled without significant delay by a Crafton Public
Library staff member authorized by the Library Director, consistent with the
privacy policy of the Crafton Public Library.
An authorized Crafton Public Library staff member may override the filter or
technology protection measure for a minor (age 16 years or younger) in the event
that the filter wrongly blocks or filters Internet access to a site with legitimate
informational value.
• The Crafton Public Library cannot be responsible for any patron's unauthorized
use of a computer with a disabled filter.
Any patron who wishes to file a written complaint about the filtering software
on the library computers may do so within thirty (30) days to:
1. The Library Director and/or the Library Board President/
2. The Director of the Electronic Information Network;
3. The Federal Communications Commission.
Failure to comply with this policy may result in the permanent loss of computer
privileges.
